The 7th Chief: Morisson Waite * United States v. Cruikshank (1876): 最高法院刻意缩小宪法权利的保护范围，认为《第一修正案》《第二修正案》只约束联邦政府，《第十四修正案》只约束州政府，而不禁止私人之间的种族暴力。这是一场法律层面的种族倒退。它以 “严格解释宪法” 为名，行纵容白人暴力、抛弃黑人权利之实，成为美国最高法院历史上最黑暗、最受后世批评的判例之一。
