on the level = honest 诚实无欺
eg: He seemed on the level. = He seemed honest.

v. 在隐瞒、欺骗之后 终于说跟某人实话
To be honest with one, especially after having been deceitful or not completely truthful or forthcoming.
所以意思上有一些类似：to be honest; frankly speaking; （用法不同）
