It's a matter of when not if
It's a matter of when= things are gonna happen eventually. You can be sure the thing is gonna happen. It's just not sure the timing of the thing.
"When" would be used for hypothetical situation. For example: one person is about something, but the other person is less sure.
1️⃣talking about plans
Ex: We'll get into this restaurant, it's matter if when.
2️⃣goals or positive orientation
Ex: I'm going to build more muscle, it's a matter of when.
3️⃣both for positive and negative things
Ex: He is going to catch a cold, if he doesn't get
more sleep and practice proper hand…It's matter of when.
