首先先来看第一个：
1. be neurotic about sth.
在英文中，neurotic是一个形容词，表示“神经质的”；
If you say that someone is neurotic, you mean that they are always frightened or worried about things that you consider unimportant.
如果你用这个词去描述一个人，意思就是“某个人总是害怕或者担心一些别人可能觉得不重要的事情会发生；”
还有些词典直接用overanxious来描述neurotic的意思，“过度担心、过度担忧的；
eg: a brilliant but neurotic actor
一个很棒但是有点神经质的男演员

所以be neurotic about sth. 表示“对……很在意/很敏感”；
还可以说become neurotic about sth. “开始对……很在意/很敏感”；
eg: She's neurotic about her weight. She weighs herself three times a day.
她对她的体重很敏感，一天称三次体重。

eg: She became neurotic about keeping the house clean.
她开始对保持房子干净这事儿变得非常在意。

eg: He was almost neurotic about being followed.
他对被跟踪这件事情已经变得几乎神经过敏了。

2. put sb. out
这个短语可以用来表示：
to upset, irritate, or inconvenience sb.
让某个人不高兴、愤怒或者给某个人带来麻烦/不便；
eg: We don't want to put anybody out, but it's necessary for us to evolve our service as we go along.
我们不想让任何人不开心，但是对我们来说，我们发展推进的时候也要提升我们的服务品质。

eg: A: "Do you want to stay at our place while you're in town?"
B: "That would be great! So long as it doesn't put you out."
A：“你来镇上的时候，想住在我们家吗？”
B：“那太好了，只要不打扰你们的话。”

当然put sb. out也还有其他意思，比如说：“让某个人陷入昏迷”；“在比赛中把某个人打败”：
eg: These pills should put him out for a few hours.
这些药丸应该够把他迷昏几个小时了。
