Write a letter to your new neighbour requesting that they return the item.
In the letter:

* Inform the person of what further actions you will take should they not return the bin

Dear Neighbour,
I hope you are settling into the neighbourhood well. I am writing regarding what appears to be a misunderstanding concerning the main rubbish bin currently outside your property, which in fact belongs to my household.
Unfortunately, replacing a missing bin is not a simple matter. If a bin is lost or permanently removed, residents are required to obtain a replacement through the local council, a process that often involves completing an application and paying a replacement fee. As you can appreciate, this is both inconvenient and unnecessary, particularly when the original bin is readily available.
I would therefore appreciate it if you could return my rubbish bin immediately by placing it back outside my property. I am confident this was an honest mistake, and I would much prefer to resolve the matter amicably without causing unnecessary inconvenience for either of us.
However, should the bin not be returned promptly, I will have little choice but to report the matter to the local council and provide them with the identifying details marked on the bin. If necessary, I will also seek further assistance to recover my property.
