我也真的思考过这个问题😂……我的结论是，首先分手这个决定确实是需要两个人同意的，如果一方不同意，就会给另一方带来麻烦。通常，如果是男生不同意，带给女方的麻烦会更多（有时候甚至是威胁到生命健康的）。所以“想分手但他不让”，在有些情况下可能是“想分开，但受到了阻力，而想分手的欲望还没有强烈到我不得不冲破这个阻力，那就先这么凑合着吧”

maybe “不让” in English would be expressed as “I am not ready to let u go.” Since there is no specific words to say “不让” in English, I felt this is a closer translation than “someone doesn’t allow/let u to break up. allow/make feels someone is superior but 让” in mandarin doesn't always mean that way. It could be used between two people who are equal emotionally.
