Sina Tech, citing the Financial Times, reports that OpenAI has held preliminary talks with investors about a new funding round that could value it at $1.2 trillion or more. People familiar with the matter said the talks were prompted by some investors proactively expressing interest, and are still at an early stage, so the final valuation and funding size could change. OpenAI completed a $122 billion funding round in March this year at a post-money valuation of $852 billion; the $1.2 trillion target is about 41% higher than that valuation. The company originally planned to complete an IPO as early as the end of this year, but has postponed it to next year or later, and filed confidentially for a listing in June. CEO Sam Altman said that with growing AI safety concerns, going public this year would not be appropriate. Since the release of GPT-5.6 in July, OpenAI's annualized revenue exceeded $40 billion last month, up 20% month over month. People familiar with the matter said the
company still needs capital after spending $34 billion last year, but the company insists it has sufficient reserves after the March funding round. Competitor Anthropic is also preparing for an IPO, with an expected valuation of $1.5 trillion or more.

According to Readhub, citing Cailian Press and CoinDesk, in the early hours of September 17, Beijing time, the Federal Reserve announced it would raise the target range for the federal funds rate by 25 basis points to 3.75%-4.00%, the first hike since July 2023. Policymakers voted unanimously. The FOMC statement said economic activity is expanding at a solid pace, capital investment is robust; geopolitical uncertainty remains high, domestic spending is resilient, and inflation remains elevated. This action will help achieve the 2% goal in a more timely manner. The median dot plot indicates one more rate hike in 2026. Of the 19 officials, 18 submitted projections: 12 expected a cumulative 50 basis points of hikes this year, four expected 75 basis points, two expected 25 basis points, and none expected rates to remain unchanged or be cut. The Fed also raised the interest rate on reserve balances to 3.9% and the discount rate to 4%. Economic projections show median GDP growth of 2.3%,
2.4%, and 2.2% for 2026 through 2028, with median unemployment at 4.1% in all three years. After the decision, the dollar index rose 0.15% to 99.83, while Bitcoin was little changed from $75,700 before the news. Fed Chair Kevin Warsh will hold a press conference at 2:30 p.m. ET.

According to cnBeta, the U.S. International Trade Commission (ITC) announced on September 16 local time that it has launched a patent infringement investigation into certain electronic devices equipped with specific audio technology, targeting Samsung Electronics and its U.S. subsidiary, Apple, and Google. The investigation stems from a complaint filed by BoomCloud 360 Inc. on August 14, 2026, and supplemented on August 31. The complainant alleges that the devices infringe certain claims of its patents when imported into and sold in the United States, in violation of Section 337 of the Tariff Act of 1930, and requests that the ITC issue a limited exclusion order and a cease and desist order. The ITC said that initiating an investigation does not itself constitute a finding of patent infringement and does not decide the merits of the case. The case will be assigned by the Chief Administrative Law Judge to an administrative law judge, who will schedule an evidentiary hearing and make an
initial determination on whether Section 337 was violated. That determination is subject to ITC review, and the ITC will issue a final decision as early as possible. The ITC also said it will set a target date for completing the investigation within 45 days after institution. In Section 337 cases, remedial orders take effect upon issuance and become final 60 days after issuance unless the U.S. Trade Representative disapproves them for policy reasons within 60 days.

CNBeta reports that UN Secretary-General António Guterres warned on Wednesday local time that the risks of rapidly developing artificial intelligence cannot be ignored, and the world must not fall into a race to the bottom on AI safety. According to TechWeb, on the afternoon of September 17, the Beijing stop of Tesla's national Cybercab tour kicked off at the Beijing Huamao Tesla Experience Store and will run through September 27. Sina Tech reports that at Huawei Connect 2026, Huawei Vice Chairman and Rotating Chairman Wang Tao delivered a keynote speech and announced the release of the industry's first supernode using NPO technology—the Ascend 960 SuperNode. The supernode is built on Ascend 960 chips and Hi-ONE, with a single supernode at a 4,096-card scale, delivering up to 8 EFLOPS of FP8 compute and up to 1 PB of HBM capacity. It uses 5,500 Hi-ONE units to replace the 48,000 800G optical modules otherwise required, reducing power consumption by more than 550 kW, doubling the system's fault-free operating time, and achieving 99.8% system availability.
Wang Tao said development of the Ascend 960 chip has exceeded expectations, with performance doubled. The 960DT is three quarters ahead of the original plan and will be ready in Q1 2027; the 960PR is one quarter ahead and will be ready in Q3 2027. In the future, the Ascend series will maintain a one-generation-per-year cadence. In 2028 and 2029, Huawei will successively launch the Ascend 970 and 980 chips, leveraging the innovation direction of the τ law to continue doubling compute specifications, while memory access bandwidth, memory access capacity, interconnect bandwidth, and more will also increase significantly.
To date, more than 1,000 Ascend 910C SuperNodes have been deployed, and the Ascend 950 SuperNode has also entered large-scale commercial use. Huawei said the supernode has become a consensus in industry, academia, and research in the AI infrastructure field: physically, it consists of multiple compute nodes tightly connected through a high-efficiency interconnect protocol; it has unified memory addressing across physical nodes and logically functions as "one computer." Ascend chips are the core component of the entire system.

According to QbitAI, Xiaomi has launched a live stream of reinforcement learning training for the Flash and Pro versions of its new MiMo-V2.6 model, publicly displaying training costs, steps, reward curves, and GPU failure nodes. Counting from when Pro began training, the two models cost more than $1.08 million over 36 hours, averaging $30,000 per hour. After just over a day of training, the process is still in its early stage: Pro's dynsam/avg@n rose from about 0.565 at step 1 to 0.614, while Flash rose from about 0.514 to 0.603. reinforcement learning can scale. The directions include training compute, environment and execution frameworks, and scoring compute. Each training step processes about 2 billion tokens, is configured with 1,568 prompts and 16 rollouts per prompt, uses fully asynchronous execution, and mixes code, general tasks, vision, and chat training. Xiaomi also proposed Agentic In-group Credit Assignment but did not disclose the specific algorithm.

According to cnBeta, data from the National Energy Administration shows that by the end of July 2026, China's installed solar power capacity reached 1.286 billion kilowatts, surpassing coal power capacity by a narrow margin of 1 million kilowatts to historically become the country's largest power source by installed capacity, ending coal power's long-standing top position. Of this, centralized solar totaled 704 million kilowatts and distributed solar 580 million kilowatts. The share of distributed solar continues to rise, with rooftop solar making major inroads into rural areas and commercial and industrial buildings. In Northwest China, solar panels can also reduce surface wind speed and water evaporation, while pasture grass can be grown and livestock raised under the panels, turning deserts into comprehensive industrial parks.
