先看第一个表达：
high and mighty
什么意思呢？字面意思是：高而强大；
但一般这个短语出来的时候，基本都是贬义词。
If you describe someone as high and mighty, you disapprove of them because they consider themselves to be very important and are confident that they are always right.
如果你用high and mighty来描述一个人，那你其实是看不惯他的。因为他总觉得自己特别重要，还很自信，觉得自己总是对的。
所以理解成汉语可以说是：“神气活现的；自视清高的；自高自大的；傲慢无礼的”；
这个短语有的时候也在当中加上连字符，会变成high-and-mighty。

eg: I think you're a bit too high and mighty yourself.
我觉得你有点太自大了。

eg: How can you act so high and mighty after all the mistakes you've made?
你犯了那么多错误之后，怎么还能如此趾高气扬？

eg: I don't know why William is so high-and-mighty.

look down on/upon sb./sth.
口语中介词也有用at的，也可以；
瞧不起某个人；看不上某个人；蔑视某个人；
to think that you are better than sb./sth.
eg: She looks down on people who haven’t been to college.
她看不上那些没上过大学的人。

eg: I have no idea why some people look down at those who speak with an accent.
我就不懂了，为什么有些人会看不上那些说话有口音的人。

eg: The well-dressed businessman looked down on the kid wearing a T-shirt in the elevator, not knowing that he was the new CEO.
那个穿着讲究的商人看不上电梯里那个穿着T恤衫的年轻小伙，他并不知道那个年轻人就是新来的CEO。
（这句话理解的时候注意下kid不一定就是小孩子的意思，口语里kid也可以指年轻人--a young person。）
